Using this system, I can have nearly 200 "divisions" by 1942, which enables me to conduct a sustained attack-especially multiple staggered amphibious invasions. BTW, I use a similar organization for SNLF brigades for invasions of small islands and added security at major bases. This enables security, not only in Japan, but every port around the Pacific, and a few units in Manchuko. I will have between 60 and 75 such brigades spread throughout the Empire by 1942.
If you want to have the equipment for the required large divisions by the time of real war, think economy. In view of the reality that Japan is not very rich in MIC, priorities must be set early on. A formation of 3x Inf, 1x Eng, 1x AA, 1x Art (light Art in a current mod) does the job.
I use small divisions (brigades) for port security-everywhere.
